The chairman of a new NRL team based in Western Australia will be based in the state and the government will not pay a licensing fee for what will be the 20th club in the increasingly national competition.

After months of tumultuous negotiations, Premier Roger Cook on Wednesday announced a deal that will result in the North Sydney Bears shifting west and joining the NRL as early as 2027.
