ANZ will be forced to hold an extra $250 million on its balance sheet to ward off against risks after the prudential regulator took the bank’s capital penalty to $1 billion and heavily criticised its culture and management.

The Australian Prudential Regulation Authority said it had “long-standing concerns” over ANZ’s non-financial risk management and culture, including weaknesses in compliance. It described its risk culture as “reactive”.
